There might be an issue with service of / delivery boy/salesman/distributor

If the retailer is not paying bills of all companies, it means that retailer might permanently shut the shop 

Retailer says there is stock lying at the shop. In this case salesman / concerned person has to check the stock physically (After all it is a part of sales call)

Sometimes the retailer is also not aware of the stock and he just says that stocks are available.
 
In other situation the fact is that there is stock lying at the shop and that is why the retailer is not ready to give payment or not ready to buy more stock. So in this case you can make your product visible at eye level hotspot at the shop and also use some TPOSM like danglers, wobblers to attract customers. Because PPOSM and TPOSM are like a salient salesman.

In short, in all above mentioned cases simple discussion with retailer/salesman/delivery boy / distributor will help to solve the problem.
